Hides or displays the Tool Settings window, which is used to review and adjust settings for the selected tool. The title bar shows the tool name.

Tip: If you are using the default function key menu, press <F10> to open the Tool Settings window. If it is already docked or open, pressing <F10> sends input focus to the Tool Settings window.
